Where the "80 years" in a Bali leasehold pitch comes from
The 30 + 20 + 30 figure is in the regulation. It belongs to one kind of land, and the villa you are being shown is usually the other kind.
The number
The 30 + 20 + 30 figure is real and sits in the regulation, where it applies to state land. On land a family holds as freehold the same right runs 30 years with no extension step at all, and what follows is renewal by a fresh deed that needs a signature nobody has given yet.

Almost every leasehold pitch on this island contains the same arithmetic: thirty years, plus twenty, plus thirty. Eighty years, longer than most buyers plan to live. The figure is real and it is in the regulation. The question is whether it belongs to the plot you are being shown.
Article 52(1) of Government Regulation 18 of 2021 grants hak pakai for a term of at most 30 years, extendable for at most 20 years and renewable for at most 30 — on state land and on land held under Hak Pengelolaan.1JDIH Kementerian Perumahan dan Kawasan Permukiman, Last reviewed That last clause is the whole article. It names two kinds of land, and neither of them is the case a foreign buyer usually meets.
The usual case is a villa on land a Balinese family holds as hak milik, with a hak pakai granted on top of it. Article 52(3) grants that right for at most 30 years, renewable by a deed of grant of hak pakai over hak milik land.1JDIH Kementerian Perumahan dan Kawasan Permukiman, Last reviewed There is no extension step in the rule. There is renewal, and renewal is a new deed — which means a new signature from whoever owns the freehold in thirty years’ time, on terms nobody has agreed yet.
“Extended” and “renewable by a fresh agreement” are different products. The first is a right you hold. The second is a hope about a future negotiation, and the person on the other side of it may be the grandchild of the person you met.
Article 52(4) adds the ending: once grant, extension and renewal have run out, the land returns to the state or to the Hak Pengelolaan holder.1JDIH Kementerian Perumahan dan Kawasan Permukiman, Last reviewedThe same asymmetry runs through the neighbouring right. Hak guna bangunan, the building right, carries the identical 30 + 20 + 30 on state and Hak Pengelolaan land, and on hak milik land it carries 30 years renewable by deed.1JDIH Kementerian Perumahan dan Kawasan Permukiman, Last reviewed If a pitch quotes you the long number, the question to ask is not how many years but which article it is quoted from.
Two things this piece does not tell you. It does not tell you what any particular certificate says — the term granted to your plot is written on the document, and a regulation ceiling is not a promise about a specific grant. And it does not tell you what the practice is when a renewal comes due, because we have not read a body of renewal cases; the regulation is what we can quote, so the regulation is what we quote.
We read the regulation in the copy published by the housing ministry’s legal-documentation office, as that file stood on 8 September 2026.
