The government's own incentive page, cited here as the primary source for its own wording rather than for the law. Under Pengadaan tanah it offers 'Hak Pakai sampai dengan 80 tahun' and 'HGB sampai dengan 80 tahun', marked valid for all activities; under Kepemilikan Asing, 'Orang asing diperbolehkan memiliki properti di dalam KEK Pariwisata'; under Imigrasi, 'Izin Tinggal bagi pemilik hunian atau properti' without qualification. Each names PP 40/2021 as its legal basis.

The published catalogue of the city that contains both Bali zones. A title search for 'ekonomi khusus' on 14.10.2026 returned two instruments, Perda 1/2024 and Perwali 45/2025, and both name Kura-Kura Bali. This supports an absence from the published catalogue, not an absence in law.

The register entry for the other Bali zone, giving Pulau Serangan, Kota Denpasar; category Service; legal basis PP No 23 Tahun 2023; developer PT Bali Turtle Island Development; area 498 hectares. Its tourism business-field listing includes KBLI 68111, real estate owned or leased — the code absent from the Sanur listing.

The council's register entry, which is the source for what the register states and not for what the establishing regulation says. It gives the address as Kecamatan Denpasar Selatan, Kota Denpasar; the category as Service; the legal basis as Peraturan Pemerintah Nomor 41 Tahun 2022; the developer as PT Hotel Indonesia Natour; and the area as 41.26 hectares. Its business-field listing has a tourism group and a health group. The establishing regulation itself could not be opened.

The regional instrument PP 40/2021 Pasal 100(4) requires, made for one Bali zone. Pasal 1 point 7 fixes the zone at 498 hectares in Kecamatan Denpasar Selatan. Pasal 3(1) gives relief to a developer or business operator that both owns the taxable object and carries on business in the zone. Pasal 4(2) sets the land-tax reduction at 80 per cent in years one and two, 75, 65 and then 50 per cent; Pasal 6(2) applies the same scale to the acquisition tax; Pasal 8(1) makes it all application-based to the Mayor.

The city's general investment-incentive regulation, read here to test whether relief reaches a zone by another route. It names no special economic zone and no dwelling, and its relief is addressed to Masyarakat — Indonesian citizens carrying on business — and to an Investor, who applies to the Mayor with a company profile and a business plan.

The first amendment to the 1997 registration regulation, read for the same negative as the 2019 one: it does not touch Pasal 112. The whole instrument amends Pasal 96 and cites Pasal 95, and those are the only two article numbers in it; the string Pasal 112 does not occur. Two things about its identity are worth printing rather than smoothing over. The portal's catalogue record files it as a Keputusan, a decision, while the document itself is headed Peraturan Kepala Badan Pertanahan Nasional. And the record gives its status as Tidak Berlaku, revoked by Permen ATR/BPN 16/2021, so it could not be the current wording of anything in any event. The signature block dates it 27 December 2012 at Jakarta and leaves the promulgation date blank.

The second amendment to the 1997 registration regulation, read here for a negative: it does not touch Pasal 112 on hibah wasiat. Its amending article carries two numbered items only, replacing Pasal 1 and Pasal 102; the string Pasal 112 does not occur in the file, against Pasal 102, 103, 163, 164, 178, 179, 192 and 193, which do. The file's own colophon dates it: enacted in Jakarta on 16 May 2019, promulgated on 1 July 2019, Berita Negara 2019 No. 722. The portal's catalogue record for the same file dates enactment to 05 June 2019 and promulgation to 07 January 2019; the file is what we read. Status on that record on 14 October 2026: Berlaku.

The ministerial regulation that administers the zone tax facilities. It splits the dwelling-purchase exemption in two: Pasal 64 keeps the Main Activity condition on the income-tax half and delivers it by an exemption certificate, while Pasal 65 states the luxury-goods sales-tax half without that qualifier and has the seller administer it through a stamped tax invoice.

The only amendment the finance ministry records to the zone tax regulation, in force from 01.04.2021. Its twenty-four numbered items do not reach Pasal 64, 65 or 66 — the dwelling-purchase and tourist-refund articles — so their wording stands as first made. Its single mention of a dwelling falls inside the amended Pasal 67, the customs list for a business operator in a tourism zone.

The ministry's catalogue record about the 1997 ministerial regulation, not the regulation itself. It is where the amendment history lives, and this piece relies on it for one thing only: on 14 October 2026 the record gave the status as Berlaku and listed exactly three instruments under Diubah — Permen ATR/BPN 16/2021, Permen ATR/BPN 7/2019 and Keputusan Ka.BPN 8/2012. Each of the three was then opened and read, which is how the desk established that Pasal 112 on hibah wasiat is still in its 1997 wording. The record carries the same internal inconsistency the desk noted elsewhere on this portal: it dates enactment to 01 October 1997 and promulgation to 10 January 1997, promulgation before enactment, while adding that the regulation entered force on 8 October 1997. An instrument amending Pasal 112 that this record omits would not have been found.

The operating regulation for every Indonesian special economic zone. Pasal 1 point 9 puts the zone's Main Activity in the hands of the National Council; Pasal 75(1) gives the corporate income-tax reduction only to a Badan Usaha or Pelaku Usaha investing in that Main Activity; Pasal 99 is the only article addressed to buying a dwelling; Pasal 132, 134, 142, 144, 151 carry the stay permit, the land terms and the building-approval waiver.

The statute as enacted. Pasal 7(4) makes a Government Regulation the instrument that creates any individual zone. Pasal 3(1) as enacted listed seven zone types with pariwisata at letter e and no health class at all, and the only housing provision was Pasal 3(2), support facilities and housing for workers. Read against the amended text in UU 6/2023, which rewrote both.

The statute enacting the Cipta Kerja Perppu. Its Pasal 150 rewrites the special-economic-zone statute: amended Pasal 3(1) lists eight classes of zone activity with pariwisata at letter d and kesehatan at letter f, amended Pasal 3(5) keeps worker housing as the only housing provision, amended Pasal 30(1) ties the income-tax facility to carrying on business in the zone, and point 23 deletes Pasal 31, the land-tax reduction the 2009 statute gave an investor.

The one route the regency's own homepage offers to its legal products, and the reason this publication prints no Badung SHST. On 13.10.2026 the host resolved to an address and then answered nothing at all on port 80 and on port 443 — a timeout, not a refusal and not an HTTP status. Controls taken the same day from the same fetcher: badungkab.go.id answered 200, and the legal portals of Denpasar, Buleleng, Klungkung, Bangli and Karangasem all answered 200. This publication recorded the identical failure on 29.09.2026. deadLink is not set: a host that accepts no connection from us is a fact about our access, and recording it as a dead link would publish a statement about the source we cannot support.

The issuing ministry's own catalogue, searched 13.10.2026 for the subject of the investment list. The newest records so titled are Perpres 49/2021 and Perpres 10/2021, both status Berlaku; everything else returned dates from 1983 to 1987. Listed newest first, the ministry's entire 2026 regulatory output is internal administration: Permen 1/2026 on performance allowance, 2/2026, 3/2026 and 4/2026 on archives, 5/2026 on one-stop-service performance, 6/2026 on the procedure for making ministerial regulations, plus two Keputusan and UU 1/2026. No 2025 or 2026 instrument names restricted business activities and nothing in the catalogue names 18 activities. The search is title-based; it was verified working with the control term arsip, which returns the four archive regulations. An attempt to read results from raw HTML was discarded after a control showed identical sidebar text for every query.

The licensing system's own conversion record, read 13.10.2026. It states that KBLI 55193 becomes 55203 — Vila under KBLI 2020 becoming Aktivitas Vila under KBLI 2025 — as a one-to-one change with the scope unchanged, and carries the disclaimer that the information is intended as a reference and does not constitute a legal decision.

The state's own licensing system, read 13.10.2026. The page states that OSS RBA and the systems of ministries and agencies have officially applied KBLI 2025 since 15 June 2026, and refers the reader to a joint circular of the Minister of Investment and Downstreaming/Head of BKPM, the Minister of Law and the Head of BPS, offered for download at the words di sini. Those words carry no hyperlink; there is no anchor element and no PDF address anywhere in the page HTML. The circular appears in neither issuing body's legal-documentation system: a title search of the ministry's JDIH for edaran returns as its newest ministerial circular one from 2022, and the BPS JDIH returns no circulars of any kind, against the control term Klasifikasi which returns three real records. The page's own HTML title still reads KBLI 2020.

The guidance by which every regency and city computes its own SHST, read from the ministry's own register. Diktum KETIGA defines the SHST as the largest cost per square metre for the physical construction of the standard works of a state building; Diktum KELIMA makes the decision the reference for regional SHST setting; Diktum KEEMPATBELAS requires an SHST set before it to be brought into line; Diktum KELIMABELAS puts supervision with the Directorate General of Cipta Karya. Lampiran I chapter I lists the four uses of the SHST, the second of which is the building-approval retribution. Lampiran I chapter IV point 2 carries the retribution formula and the note directing use of the simple classification for buildings other than state buildings. The 184-page decision states no rupiah figure per square metre of its own: its only worked total is an example used to interpolate design and supervision percentages.

The nearest published per-square-metre figure to the Badung villa belt, signed by Mayor I Gusti Ngurah Jaya Negara. Its Menimbang huruf b cites PP 16/2021 Pasal 178(1) as the duty to set the figure annually. The appendix gives rupiah per square metre of building for a non-simple building, a simple building and state house types A, B and C, and rupiah per metre of fence for front, rear and side fences of a state building and of a state house. Three pages, scanned, with no text layer: every figure in this register from it was read from a 170 dpi render and re-read from a 300 dpi crop of the table, so a re-check means reading an image rather than a string, and claims resting on it are graded estimate for that reason. Denpasar's register holds an annual series of these decrees — 2020, 2022, 2024 and 2025 were visible on 13.10.2026.

The amendment to the regulation carrying KBLI 2025, recorded by the agency as enacted 4 September 2026, promulgated 10 September 2026, status Berlaku. The file is published empty: the agency's own download endpoint returns HTTP 200 with Content-Type application/pdf and Content-Length 0, and the saved file is 0 bytes with the MD5 of an empty file, d41d8cd98f00b204e9800998ecf8427e. Fetched twice, with and without a referer and cookie jar. The record's abstract says the amendment refines codes 27201, 27203 and 68122 — battery and electric-vehicle industry, tourism-area management — but that is the publisher's description of the instrument and not the instrument, which nobody outside the agency can read. No deadLink field: the address resolves and the server answers, so the failure is a publication defect rather than a dead link.

KBLI 2025, aligned to ISIC Revision 5. Pasal 6 revokes Peraturan BPS 2/2020 (KBLI 2020, Berita Negara 2020 number 1084); Pasal 7 brings it into force on promulgation; Pasal 5 gives every existing user six months to adjust; Pasal 4 sends the use of KBLI outside statistical activity to other legislation. Enacted in Jakarta on 17 December 2025. 564 pages, born-digital from Word with a clean text layer, 6,424,203 bytes, MD5 322e71529f43db3830b256e1a4c5110c. Division 55 runs from page 347 and holds 15 five-digit codes. Verified absences, each with a positive control run on the same file: 55110, 55120, 55130, 55199 and 55193 occur zero times, as do pondok wisata and rumah wisata; the controls 55101, 55106, 55201, 55203, 55209 and homestay are all present with their headings.

Cited for its existence and its unreadability, not for its wording: nothing in the article is attributed to this text. The tax authority's own file is a scan with no text layer. Its metadata names a KONICA MINOLTA bizhub 654e and a creation date of 29 November 2018; the file runs 46 pages and 17,799,319 bytes, and a text extraction of all 46 pages yields 46 bytes, one page break per page and not one letter. The copy was retrieved on 13.10.2026 and re-examined on 14.10.2026. publishedAt is deliberately empty: the regulation's own date is inside the pages we could not read, and the scan's creation date is a fact about the scanner. No OCR was attempted, and an OCR reading would not be a reading of a legal instrument.

The positive investment list, in the copy the issuing ministry publishes on its own legal-documentation host. Promulgated 2 February 2021, Lembaran Negara 2021 number 61; Pasal 15 brings it into force 30 days after promulgation. 104 pages, 4,304,842 bytes, MD5 acb3b81281b377623281c6deeb85a6cc, downloaded 13.10.2026 and re-read 14.10.2026. Two text layers, both imperfect. The body, pages 1-13, is an optical reading of a scan which renders e as c in words such as Pcnanam, so every figure quoted from it was checked against the amount written in words beside it. The annex pages, 76-104, yield nothing at all: a full-document extraction finds none of 55110, 55193, 96200, 10214, Pariwisata or Vila, while the control string 55 is found three times in the body. Lampiran II (89 numbered items, 23 annex pages) and Lampiran III (46 entries, 6 pages) were therefore read as rendered page images at 120-170 dpi. No OCR was available. Item 51 and the whole of Lampiran III were read independently by two of us and agreed cell by cell.

The only amendment to the investment list this desk could find in the issuing ministry's catalogue. Signed 24 May 2021, promulgated 25 May 2021, Lembaran Negara 2021 number 128. It closes three alcohol industries by name at Pasal 2 and adds a fourth requirement class for alcohol trade at Pasal 6(3a); at Pasal I points 3, 4 and 5 it amends Lampiran I, Lampiran II and Lampiran III, each time by the formula sebagaimana tercantum dalam Lampiran yang merupakan bagian tidak terpisahkan dari Peraturan Presiden ini. That Lampiran is not in the published file, which is 6 pages and ends at the promulgation page. 313,905 bytes, MD5 e08f51b8fca6eefc02ea312bf7dff2e9. Verified absence by page count and by reading the last page; the strings akomodasi, hotel, vila, penginapan and 55 occur zero times in the file, against controls Lampiran (8) and alkohol (7).

The tax authority's own copy of the 2021 harmonisation law. 224 pages, 10,263,030 bytes, MD5 2cd7246d94484d0ec6014ac1a1d865e9; obtained 13.10.2026 and re-read against that hash on 14.10.2026. Opened for one purpose, to establish which articles of the income tax law it amends. Its income tax chapter, BAB III, Pasal 3, carries 11 numbered amendment items, reaching Pasal 4, 6, 7, 9, 11, 11A, 17, 18 and 32A, inserting a new BAB VIIA and a new Pasal 32C, and ending there, so neither Pasal 2 nor Pasal 23 nor Pasal 26 is among them. The deletion "Pasal 2 ayat (5) dihapus" that circulates against this law sits in its BAB II and belongs to the general tax procedures law, whose Pasal 2 governs taxpayer registration. The file is a scanner output with an optical text layer that corrupts digits and letters, rendering "Nomor 7 Tahun 1983" as "Nomor T Tahun 1983", "apa pun" as "apa pufl" and "ayat (2)" as "ayat (21" thirty-two times, which is why every claim resting on it is graded an estimate and not verified. Counts were run on the whitespace-flattened text, because the file's line wrapping produces false zeros on any string that spans a line break. Re-fetched 20.10.2026 to read Pasal 6 and Pasal 32A, and the first transfer stopped at 2,576,384 bytes of 10,263,030 and produced a file whose trailer dictionary pdfinfo could not read, so it was completed with a resumed request and the MD5 above re-checked before any provision was quoted. A truncated PDF of this document does not announce itself as truncated.

The office's monthly statistics release post, dated 26 Agustus 2026 on the page itself. Cited for the contrast it draws with the release that followed it: this post attaches the room-occupancy workbook as 4-tingkat-hunian-kamar-2026-2.xls inside a dated 2026/08 folder and behind a signed link that expires, where the next month's post attaches the same workbook at a plain undated address. Re-read on 29.09.2026, 230,652 bytes, when the page already carried a link to that next release, «Rilis Data Statistik Bulan Juli 2026».

Копия на одном из хостов домена badungkab.go.id: правовая база кабупатена (jdih.badungkab.go.id) на 29.09.2026 не отвечала на запросы редакции, а страница реестра BPK отдала 403. Отменена статьёй 12 PER-23/PJ/2025 — опираться на неё нельзя, читали её ради датировки: Pasal 10 этой редакции уже несёт правило подсчёта (непрерывно или с перерывами, часть дня считается целым днём), то есть правило старше и ПМК 18/2021, и PER-23/2025. Поле «Status Peraturan» на странице ведомства 29.09.2026 по-прежнему читается «Aktif», хотя документ отменён: статус на странице отменённому акту не противоречит только на вид, проверять нужно отменяющий акт. Страница открывается и на «/id/», и на «/en/» — текст на обеих индонезийский.

Установлен 29.04.2021, обнародован 23.08.2021, вступает в силу со дня обнародования (Pasal III). Подзаконный акт о порядке pencegahan и penangkalan — то есть о той самой процедуре, которую материал до этого описывал по разъяснению регионального офиса от 13.04.2023. Преамбула ссылается на Pasal 103 UU 63 Tahun 2024; в первоначальной редакции UU 6/2011 тот же Pasal 103 отсылал к постановлению правительства, а не к приказу министра. Подпись — Джакарта, 10.12.2025. Поля реестра Минфина на 29.09.2026, как они напечатаны: tanggal penetapan и tanggal pengundangan — 17 Feb 2021, tanggal berlaku — «17 Feb 2021 - 25 Feb 2025», статус — «Berlaku», и баннер «Tersedia peraturan yang lebih baru». Окно действия закрыто датой последней из четырёх частичных отмен (177/PMK.03/2022, 81/2024, 15/2025, 17/2025), а документ при этом помечен действующим; свести два поля друг с другом мы не можем. По названиям все четыре отмены касаются процедуры проверки, расследования и системы налогового администрирования, а не статей о субъекте налога, но самих четырёх мы не читали. Сам текст читался в PDF на 44,5 МБ (ссылка api/download с этой же страницы) через curl и pdftotext — файл превышает лимит нашего загрузчика; слой текста местами повреждён в словах («dalam negen» вместо «dalam negeri»), цифры читаются чисто.

Открыт ради одной проверки — не заменил ли поздний тариф ПНБП цифру Rp 50.000,00 из PP 128/2015. Не заменил. Pasal I пункт 1 пересказывает Pasal 1 ayat (1) PMK 98/2024 целиком: восемь видов обучения (a–h) плюс добавленный пункт i «akses informasi geospasial tematik pertanahan dan ruang»; в Lampiran разделы A–H помечены «Tetap». Ни «Pengecekan Sertifikat», ни SKPT в перечне нет. Даты в файле есть — «Ditetapkan di Jakarta pada tanggal 1 Oktober 1997» и «Peraturan ini mulai berlaku sejak tanggal 8 Oktober 1997». Pasal 97 цитируется в материале как ОТМЕНЁННАЯ редакция: пункт 28 Permen ATR/BPN 16/2021 заменил её целиком.

The land ministry's catalogue record about the 2021 regulation, not the regulation. It is where the status line lives: on 29 September 2026 it read Berlaku, in force. The same record gives 02 February 2021 as both the enactment and the promulgation date, cites LN.2021/No.28 and TLN No.6630, and lists PP 40/1996 and PP 103/2015 under Mencabut — the same two outright revocations Article 103 of the file states. An earlier revision of this register said no status page for this regulation could be reached; the record was found at the URL pattern the desk had already used for the 1997 regulation.

The office's monthly statistics release post, and the most recent one on its own data-statistik listing when we read that listing on 29.09.2026. Its heading and its page title both read «Rilis Data Statistik Bulan Juli 2026», and both the page and its structured metadata date it 02.09.2026, though its address carries no month. It attaches five workbooks as plain links directly under /disparda/, among them the 2026 room-occupancy workbook at the undated address this piece cites — which is what makes that copy traceable to a dated release.

Its title page carries Katalog 8403001.51, ISSN 2355-3057, Nomor Publikasi 51000.24050, Volume 32, 2024, Jumlah Halaman xiv+63, the compiler line «Penyusun Naskah: BPS Provinsi Bali» and the imprint ©BPS Provinsi Bali; the PDF runs to 82 pages. Its Ulasan Ringkas states the 2023 provincial room total in prose, and its Lampiran 1 gives the same total in a table and splits the star-hotel half by class. Downloaded on 29.09.2026 from web-api.bps.go.id, which served it as application/pdf and refused nothing; the publisher's own HTML hosts bali.bps.go.id and www.bps.go.id return HTTP 403 to us, so the publication page indexing this file could not be opened. The copy we read is 1,804,605 bytes, MD5 12ee96388f018fbbc18240d4ae68a47a.

The building law as promulgated, before the amendments Law 6 of 2023 carries - the text read to establish what the amendment changed. The registered URL is the portal's record page: it gives the status as Berlaku, the promulgation date as 16 December 2002 and the gazette reference as Lembaran Negara 2002 number 134, and serves the file UU_28_2002blm.pdf (41 sheets, about 150 KB). Unlike the three amended-era documents in this register, this copy has a clean text layer. Its pages carry no printed numbers, only a stamp with the date of download, so locations are sheets of the file: Pasal 40 and Pasal 41 begin on sheet 15 with Pasal 41 ayat (2) running onto sheet 16, Pasal 44 and Pasal 45 are on sheet 17, Pasal 46 runs across sheets 17-18, and the explanatory memorandum starts on sheet 20 and reaches these articles on sheets 36-40. The portal's own Status Peraturan panel reads Belum tersedia, so this record does not itself show that the law has since been amended - that history is on the record page of Law 6 of 2023. peraturan.bpk.go.id and dpr.go.id answered our requests with an HTTP 403 on 27 and again on 29 September 2026; jdih.pkp.go.id carries a record for the same law, and we did not read its copy.

The implementing regulation for the building law: 406 pages, about 16 MB, the printed page numbers matching the file's own sheets. Pasal 12 on page 17, Pasal 253 on 249-250, Pasal 274 on 270-271, Pasal 282 on 274-275, Pasal 327 on 317-318. The text layer is damaged by font mapping: the regulation's own date reads 2O2L instead of 2021, paragraph numbers render as (41, (s) and (e), and page 17 is marked L7. Dates were checked against the portal's own record page for the document. A case-insensitive search of the whole extracted text returns the Indonesian word for a fine, denda, zero times.

A 99-page scanned copy of the regulation, served by a government legal-documentation portal; a Government Regulation is issued by the President, not by this ministry. Its OCR text layer is dirty (it prints pengurnuman for pengumuman and 7997 for 1997), so the provisions cited here were re-read from the page images: Article 1 on page 4, Article 14 on page 11, Article 64 on page 40 and Article 103 on page 58. The standing of this regulation is recorded separately, in the catalogue entry title-pp18-2021-register.

The regulation itself, 58 pages, served by the issuing ministry with a clean text layer. Its closing lines date it 8 July 1997, and its own Article 66 brought it into force three months after promulgation, not on the day it was signed. The ministry's catalogue record for the same file dates it 7 August 1997; the file is what we read. Article 32 is on page 17 of the file and its elucidation on page 48.

The ministry's catalogue record about the regulation, not the regulation. It is where the status line lives: on 27 September 2026 it read Berlaku, in force. The same record gives 7 August 1997 as both the enactment and the promulgation date, where the file itself says 8 July 1997.

Risk-based business licensing: 383 pages, about 21 MB, the printed page numbers matching the file's own sheets. The PBG and the SLF are named as basic requirements at Pasal 12, page 13; the route for a building already standing is Pasal 122-123, pages 74-75; Pasal 550, which keeps earlier rules in force only where they do not contradict this regulation and revokes PP 5/2021, and Pasal 552, which brings it into force on the day of promulgation, are on page 309, with the promulgation line of 5 June 2025 on page 310. Почему не общенациональный реестр: peraturan.bpk.go.id/Details/5755 отдал нашим запросам 403 на 27.09.2026 — это отказ боту, а не мёртвая ссылка, поэтому статус взят из реестра министерства.

The issuing ministry's own English translation, offered next to the Indonesian file. Only the Indonesian text is operative. The file is a 74-page scan with no text layer: Article 32 sits on printed page 22, the 23rd page of the file, and was read from the rendered page image and quoted as printed there. The scan prints 5 (five ) years with a stray space; we close it up and change nothing else.

The tourism office's annual book, vii + 150 pages, and the publication the cited .xls files extract: its preface states that part III of the book is tables 13-23, the range of Table-13-23-Final-6.xls. Its imprint names Dinas Pariwisata Provinsi Bali as the compiler and Pemerintah Provinsi Bali as the publisher, and the preface is signed Bali, April 2026. An Excel workbook with no date of its own, read on 27.09.2026 by parsing the binary cell by cell. The copy we read has two sheets and carries months to July 2026. The office publishes this workbook from dated monthly release posts, and the most recent of them — «Rilis Data Statistik Bulan Juli 2026» of 02.09.2026, see index-disparda-rilis-juli-2026 — attaches this exact address, so the copy read on 27.09.2026 is traceable to that release. The address itself still holds no date in its path and no version in its name, so an older or newer copy can occupy it: the month before, the office attached the same workbook as a differently named file in a dated folder instead (see index-disparda-rilis-juni-2026). The copy our figures come from is 39,936 bytes, MD5 9aea4c69e297640aa21ed7092578b09c.

Текст закона в первоначальной редакции 2011 года, а не консолидированный. Третья поправка (UU 63 Tahun 2024) существует, но ни одной официальной копии мы открыть не смогли, поэтому Pasal 78 и Pasal 102 цитируются по первоначальному тексту, и в материале об этом сказано прямо.

The registered URL is the portal's record page. The file behind it (2023uu006.pdf) runs 1,127 pages and about 48 MB, and only one of its articles touches the building law: Pasal 24, on printed pages 98-114, which are sheets 108-124 of the file. Inside that span: Pasal 36A on printed page 106, Pasal 40 on 109-110, Pasal 41 on 111-112, Pasal 45 on 113, Pasal 46 on 113-114. The text layer is damaged in places - the ninth administrative sanction in Pasal 45(1) is lettered i and renders as the digit 1 - so every figure was read against the Indonesian words printed beside it. The law was enacted and promulgated on 31 March 2023. The record page also prints the law's status and its amendment history, which is what the freshness note in the article rests on.

Цитируется только как свидетельство того, что рынку советуют: «Anda dapat memeriksa terlebih dahulu melalui laman ATR BPN» со ссылкой на atrbpn.go.id/layanan/pengecekan-berkas, и прямо для того, «untuk mengetahui apakah SHM orang lain ... asli atau palsu» — то есть для проверки ЧУЖОГО свидетельства.

Второй разбор высоты застройки на том же портале провинции, на полгода позже первого. Максимум приравнен к высоте кокосовой пальмы и к 4-5 этажам; страница открыта 29.09.2026 (HTTP 200, 182 070 байт). Это не текст акта — Perda 2/2023 стоит у разбора в списке литературы, а Pasal 100 по номеру и правило одного этажа в zona inti (Pasal 85) на странице не упоминаются ни разу.

Многоточие внутри адреса — собственный canonical страницы, а не обрыв ссылки. Репортаж о постановке вилл на учёт и о планах по земельному налогу на защищённых сельхозземлях; PBJT и ставка 10% в нём не упоминаются.

Новостное сообщение о предложении пересмотреть предел высоты. Используется только как свидетельство того, что обсуждение идёт, и как источник обиходного сравнения «15 м = высота кокосовой пальмы»: слова kelapa в тексте Perda 2/2023 нет ни одного раза. Сообщение перечитано в исходном HTML 29.09.2026 (HTTP 200, 165 798 байт): высоту застройки оно называет одним из стратегических вопросов той консолидации, для которой Perda 4/2026 — момент, и пересмотр Pasal 100 ставит «в этом контексте», то есть связь между актом и правилом высоты сообщение проводит, а не разводит.

Разъяснение офиса от 13.04.2023; primary — первоисточник для собственных слов, не для содержания закона. Берём из него только срок запрета («umumnya penangkalan berlangsung selama 6 (enam) bulan») и порядок обращения о снятии. Цифры дневного сбора с этой страницы не цитируем, и вот почему: она относит Rp 1.000.000 в день к стоянке «paling lama 30 hari», тогда как оба приложения говорят «tidak lebih dari 60 hari». На 27.09.2026 ссылается на PP 45/2024 и печатает цифрами обе суммы: «Rp 1.000.000 (per hari)» и «Rp 90.000.000 (per permohonan)» — отсюда единица «per permohonan», которой в приложении нет. Оговорка: страница воспроизводит тот же дефект распознавания, что и скан приложения («Ouerstag» вместо «Overstay»), то есть набрана с той же копии и независимым чтением документа не является.

Официально обнародованного индонезийского текста Гражданского кодекса не существует: аутентичный акт — нидерландский Burgerlijk Wetboek voor Indonesie, все индонезийские версии являются переводами. An analytical essay on the province's own spatial-planning portal, dated 22 Januari 2026 on the page. Neither the text of an act nor a data publication: it asserts an imbalance between hotel and villa rooms and occupancy, and gives no room figure, no villa figure and no reference to a BPS table. Cited here only for the assertion it makes in its own words, which is why it is marked primary; tier B records that it is an essay, not data.

Бюллетень иммиграционного офиса о третьей поправке к закону о миграции (UU 63 Tahun 2024) — единственное описание поправки, которое нам удалось открыть: официальные копии самого акта нам отказали. Не первоисточник и не подменяет акт: это пересказ ведомства, и материал ссылается на него именно так. Что в нём важно: пункт 6 списка — Pasal 102 ayat (1), где срок запрета «ditetapkan maksimal 10 tahun, dengan opsi perpanjangan hingga 10 tahun lagi». Оговорка, которая в материале тоже названа: страница пишет, что поправка затронула десять статей, а перечисляет шесть, — значит по этому списку нельзя утверждать, чего поправка НЕ касалась.

A volunteer transcription of a printed edition of the Civil Code, carrying Pasal 1574 to Pasal 1580; the page is marked "Halaman ini tervalidasi", validated. It is a pointer to a first source, not a first source: the index page of the scan names neither publisher nor year, which is why it is tier C and why every claim resting on it is rated an estimate. Entered as the companion to the page-271 transcription the register already holds (kuhperdata-1559-wikisource), and for one purpose: on 14.10.2026 it was read against the prosecutor's copy (exit-kuhperdata-1559) and the two editions print Pasal 1576 and Pasal 1578 word for word alike, including the compensation limb of 1576 and the clause "Dalam hal sewa tanah ... sedikitnya satu tahun sebelum pengosongan" in 1578. That is the second edition the Article 1559 piece said in print it could not open. The BAGIAN 3 heading that also appears on this page governs Pasal 1581 onward, not Pasal 1576-1580.

Сообщение государственного агентства, в котором губернатор называет источник своей цифры: «Dari data Angkasa Pura sampai 31 Desember 2025 itu mencapai 7,05 juta lebih» — данные аэропортового оператора на 31.12.2025, плюс около 71 тыс. круизных пассажиров в порту Беноа, итого около 7,12 млн и рост 11,3 процента к 2024 году. Это и есть сведение цифры губернатора с TABEL 2: считают разные ведомства и разные потоки.

Сообщение государственного агентства с пресс-конференции BBTF: цифру 7,05 млн назвал губернатор Бали Ваян Костер. Ту же цифру публикует само правительство провинции — запись index-baliprov-16-3-juta-2025, — а её происхождение губернатор назвал 01.01.2026 в записи index-antara-koster-angkasa-pura: данные Angkasa Pura плюс круизные прибытия в Беноа. Национальный итог в этом сообщении совпадает с ячейкой TABEL 2, доля по Бали — нет.
